#Portsmouth Prosecutor Moves to Indict Cop Who Killed 2 in 4 Years. The Guardian’s Jon Swain is reporting that Commonwealth’s Attorney Stephanie Morales is moving to indict Portsmouth Police Officer Stephen Rankin.
“The Commonwealth’s Attorney’s Office has reviewed all evidence and will seek an indictment before the next grand jury,” said Tamara Shewmake, the Commonwealth’s Attorney’s Administrator said. Shewmake said the prosecutor “will provide an update following grand jury presentment”.
Officer Rankin has killed two people in four years. Both were unarmed. The second man Rankin shot to death in four years was William Chapman, 18. Rankin was the officer who arrived at the scene when someone dialed 911 for an alleged shoplifter. No one has confirmed that Chapman stole anything.
As reported by The Guardian, autopsy results indicate Rankin shot Chapman at a distance.
The Guardian: “There is no evidence of close-range fire to visual inspection,” wrote Wendy Gunther, an assistant chief medical examiner for Virginia. Gunther said a definitive ruling would be made by the state’s department of forensic sciences.
